For the final paper and IEEE Copyright Form submission please follow the three steps below.
Step 1. Include a Copyright notice on the final paper
Prior to uploading the PDF of your final manuscript to ConfTool, please include the copyright notice to the bottom of the first page (footer, left-adjusted) of your source file.
- For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright
- For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 979-8-3315-3492-9/26/$31.00 © 2026 Crown
- For papers in which all authors are employed by the European Union, the copyright notice is: 979-8-3315-3492-9/26/$31.00 © 2026 European Union
- For all other papers the copyright notice is: 979-8-3315-3492-9/26/$31.00 © 2026 IEEE
Step 2. Generate an IEEE Xplore-compliant PDF via the PDF eXpress tool
Step 2.a. Create/use your PDF eXpress Account
To begin, log in to the IEEE PDF eXpress TM site. First‑time users should create an account by selecting “Create Account”, entering the Conference ID 64907X, and providing a valid email address and password. Follow the on‑screen prompts to complete the registration process. Once the account setup is complete, an online confirmation will be displayed and a verification email will be sent to confirm your registration.
Authors who have previously used IEEE PDF eXpress™ should follow the same steps, using the same password applied for past conferences. Please ensure that your contact details are up to date before proceeding.
Step 2.b. Create an IEEE Xplore-compatible PDF of your manuscript
Click the “Create New Title” button and upload either a PDF for compliance checking or source file(s) for conversion. You will receive an email confirmation once the file is received. Submitted PDFs are checked for IEEE Xplore® compatibility, while submitted source file(s) are converted into IEEE Xplore-compatible PDF files.
If a PDF is submitted: You will receive an email indicating whether the PDF passed or failed the compliance check. If the check fails, a detailed report will be attached. Solutions can also be found by selecting “Understanding the PDF Check Report” within your account.
If source file(s) are submitted: You will receive the IEEE PDF eXpress®-generated PDF both as an email attachment and via your IEEE PDF eXpress® account. Please review the PDF carefully to ensure it displays correctly on screen and prints as intended.
If necessary, revisions may be submitted (either as a PDF or source file(s)) by repeating the process. Once an acceptable IEEE Xplore-compatible PDF has been generated, approve the final PDF for the conference by clicking the “Approve” button.
Step 2.c. Upload the IEEE Xplore-compatible PDF of your final manuscript on Conftool

Step 3. Sign the Copyright form
Authors are required to complete and electronically sign the IEEE Copyright Form (eCF) for their paper, which is available online through ConfTool. Please note that papers cannot be published in IEEE Xplore unless a valid IEEE publication agreement has been completed by signing and submitting the copyright form.
